IELTS Writing Task 2

Topic: A government’s role is only to provide defense capability and urban infrastructure (roads, water supplies, etc.). All other services (education, health, social security) should be provided by private group or individuals in the community.

Governments play critical roles to rehabilitate nations and strengthen social stability. Some people claim that defense capability and urban infrastructure are the burden of government while others believe that education, health, and social security service may be the responsibility of privatization in the communities. Due to the pivotal roles and functions of governments related to social rehabilitation, government should functionally accept responsibility services.

It may be true that private enterprises should be entitled to provide education, health, and social security. In developed nations, for instance, education and health service are offered by private sector. Due to the free market, public and private sector compete against each other aimed at improving service for citizens. In Australia, New Zealand, for example, universities, schools or hospitals run by privates in regarding better service delivery. Therefore, private companies may play key roles in contributing to social and economic development.

However, governments have significant functions to develop the countries as well as to provide citizens with social welfare, stability and harmonization. Besides the provision of defense capability and urban infrastructure, governments have to be responsible for other services-education, health and social security. These services are prime elements to produce human resources and consolidate social welfare. The government mandates is to provide national rehabilitation vital services, including human capacity, and social stability. Owing to the central roles of governments, for example, many ministries which are responsible for various fields are formed to serve the nations. Thus, governments have major functions to provide not only not some fundamental services but also other principal services-education, health, and social security.

In conclusion, though governments have imperative roles in offering essential services, private enterprise may share the responsibilities. However, the primary roles remain with the government.
